As long as you don't go ashore and are flying the Q, you should be able to anchor anywhere along the way prior to entry. But then, I suppose they have change all the rules lately. The answer is "I couldn't make it in daylight, I'm not familiar with the coast and I don't do night entries when I don't feel it's safe". Let them argue that one.
