If the point is to stop terrorism this system isn't working..anyone on a boat can put in almost anyplace and come ashore w/o anyone questioning them. So what's the point of running boaters who call in through the ringer..exchanging info over the phone or radio should be enough. If you are calling in to report your arrival, you are not , obviously, trying to avoid the authorities. Just another example of government waste of time, money and manpower. Or at the very least they should let everyone use the internet to fill out forms on line when they come ashore, every library has free access and most marinas too!! Just seems like a big waste of every ones time and money. I have sat on a boat in Newport for hours waiting for a customs/immigration guy to drive down from Providence after a delivery..seems like regulars who check in and out of the same port several times each year should have a "smartpass" or something like it issued. But that would make too much sense. Ok end of rant..almost..government bureaucracy's suck.
