If you put the whole tank above the water line, IT can serve as your vented loop, and if there is an outlet is on the bottom of the tank, you can eliminate the pump -- just put a valve on the bottom of the tank, in addition to the seacock. To empty the tank overboard when outside the 3-mile limit, just open the two valves and it all drains away...
