You don't need the Y valve....

() or a second tank fitting. With the deck fitting closed there would be no problem pumping the tank out.
Opposite is true for a pump out. With the seacock closed you can pump out with no problem.
The issue with the diaphragm pump would be odor permutation through the rubber diaphragm.
The place for the vented loop is between the head and the tank.
