NOTHING is to flow from the deck to the water

My understanding is that any man made liquid cleaner, if washed off the deck with water and allowed to flow into the Sound, is prohibited and offenders will be sued/fined.

I use a pressure washer on a regular basis. the problem is that it does not get the oily residue out of the non-skid on deck. A chemical dispersant or emulsifier is needed to lift that oily residue and then suspend it in the water to be carried overboard - into Puget Sound where it would have originally landed if Miradors deck was not in the way.

PSKA claims the problem with soap is that millions of tons of phosphates per year are washed into the Sound and soap is the primary source of those phosphates. Therefore, no soap of any kind is allowed - even if it does not contain phosphates or any other chemical on the EPA/CWA/DOE prohibited list. They know they will lose some of the citizen lawsuits but it will cost the defendant thousands of dollars to defend themselves.
