I doubt it

... after scoping thru the NPDES (EPA link Jim provided) those regulations appear to be aimed are vessels 79' or longer and over 300 tons ... bet a reasonable judge would throw it out of court w/o any problem ...

... but I agree with you it could be a hassle ... what if he/she doesn't !!!

I attempt to just use water and a scrub brush w/ extension and I seem to get good results and I'm just up the way from you in Foss Harbor or whatever they are calling themselves now ... and I know I'm closer to the diesel of the trains than you ... but then again my non-skid isn't so nonskid anymore and doesn't seem to hold the oils as you describe yours ... I found that if it has time to bake it is actually easier for me to get it off ...

I say don't scrub your decks when folks are around and keep your eye out for Kayaks if doing it in the quieter hours ... I actually saw a bunch of them earlier this week cruising into Foss Waterway in an older stinkpot (sign on the side gave them away) motoring about, perhaps I won't be so kind to them in the future ...!

I always keep my slingshot on board mostly for seagulls that want to tag along on my dingy and poop all over it ... and have become a pretty good aim at 50' or less! a kayak is a much bigger target than a gull ...
