hell, my thinking is that they should go after the guys responsible for the fine mist of grey/black soot and diesel...

() ... afterall, if they don't want anything flowing from the deck into the water, they should look into the source of why this guy needs to wash his boat. My guess is that they won't because big business is allowed to pollute while you get shit for washing their soot off your deck.
