250 watts panels at maximum output are at about 15.5 volts = about 16 amps (250/15.5), in perfect conditions for maximum power generation with no efficiency loss.

I don't believe that solar panels will put out more than their rated output. Maybe yours were mis-labelled and you have more wattage than you think.

We had about 180 watts on our boat and the most we saw under the best of conditions was around 10 amps.
