no crew member inadvertently operated the handle improperly - thus making the captain ultimately responsible. I said "...uh ...OK "

I do keep a tie wrap on mine (set of side-cutters are in the drawer above it along with a package of wraps, which are like a penny a piece at Harbor freight ). Only been boarded once and they didn't even look at the head plumbing.

This photo is just before I added the tie-wrap feature - the "Through-hull" designation is hidden under the handle at this position. Everything goes to the tank first and then is pumped out by the Whale should that be the option. This is my third boat with this set-up and it has never been questioned anywhere.
