I've used a razor blade followed by rubbing compound of varnish. If you use a razor blade you can let the sun work it's magic on what's left. In a few months it will all be gone.

If the varnish is in the non-skid I take a jewelers screwdriver, get up close and slowly scrape it away by digging in the troughs.
