The "law" nowadays is not about 'safety' but rather 'risk management' or 'risk adversion' vs. the unbridled 'pursuit of contingency fees and billable hours'. The law industry really doesnt care if an idiot runs into you; but, rather how fat is your wallet when some idiot does run into you, etc. ... and can you PAY to support such idiots if your non-compliant (to some inane and obscure law) attractive nuisance didnt automatically get out of his/her way. Someone is going to PAY and if you allow such a risk by not being 100.000000000000000000000000 percent 'in compliance', you (personally) will PAY, 'bigtime'.
In a country that has increasingly abandoned the 'rule of law' for the 'rule by serendipitous oligarchy of shyster's contingency fees, etc.' .... any 'opening' by any non-compliance of regulation is going to merit you great financial doodoo in any litigation or by an insurance carrier that needs to 'weasel' out of a contract.
