The COLREGS require two anchor lights on larger vessels, the high one at the bow, low at the stern. Small boats do not require the second light. Since LEDs are such low power and because masthead anchor lights are so high I added a second anchor light mounted about 10 feet off the water attached to the backstay. The masthead is a Bebi, the low one is home made consisting of about a dozen LEDs mounted radially in a PVC pipe cap, similar to Bebi.
Most boats maneuvering at night are looking forward, not up.
The two lights together draw a lot less than a single incandescent.
I would like to know if anyone, anywhere has had an Admiralty law or insurance issue with a non certified light? Is this just manufacturer BS to try to sell you a light that costs $20 to manufacture and sells for $300?
