The Kuna's have shut down the illegally operating charter boats by refusing to allow their customers into the country (which means ALL boats doing charters since any chartering is illegal here) and Columbia has shut down the backpacker boats. Right now, the islands are being visited only by actual cruising boats. Those two actions pretty much removed half of the boats here - and it was the half that made the area less pleasant.

Now if they could only do something about the lightning...
