Maybe it's deliberate and smart

Maybe it's a "thruster" not so much a bow thruster. If the owner has a shallow private dock, and the thruster is intended to just assist in getting off the dock when the wind is holding the boat to the dock, it would make sense to mount the thruster slightly ahead of the CE of the wind. It's there not so much to assist pivoting as for lateral movement.

Definitely "one man's boat"
