The first setup is for giant hovercraft. After they get that worked out they plan on making modules such as hospitals or power plants that are essentially barges that can be floated on and taken anywhere in the world on an 'as needed' basis such as 'natural disasters'.

The idea is to minimise the loading time. A barge hospital or other could be floated on and underway in 1/2 a day. Of course I'm sure most of the work would be to transport military stuff like below.
