Our Islander had two poorly adjusted clamps on the throttle cable. The PO must not have known what they were for so used a small custom made bungee cord to hold the throttle in place. All it really needed was to back off the lock nut on one of the clamps and turn the adjusting screw in about a 1/4 turn. That increased the friction inside the cable, no bungee cord needed. FYI though, it doesn't take much to adjust this, if you get too carried away the throttle will be difficult to move. You walk a very fine line making the adjustments.
