If it is the tube that is leaking and it is a fiberglass tube you could just epoxy all around it. I can't tell from the photo how deep the bilge is below the tube. Can you simply dam up around the tube and fill the bilge up around the tube with epoxy? It sounds somewhat in-elegant but should do the trick. The hard part would be cleaning everything up first to get a good bond. Oh, and you might want to thicken the epoxy a bit so it doesn't flow into the crack in the tube, that would be bad. Also, you will need to keep it dry to get the epoxy to set properly or find one that is not effected by water.
Normally I wouldn't suggest fixing a crack from the low pressure side but if you can fill the entire area you will have a strong repair. Otherwise I suggest wrapping a few layers of epoxy/glass tape around the tube which looks like it could be quite challenging.
