The power boat is clearly at fault

The ferry is restricted in its maneuverability and blew its horn well before collision was imminent. The guy in the powerboat wasn't paying attention. If he can't keep clear of a ferry, how could he keep clear of a kayaker or kids saiing an Opti? I have zero sympathy for that power boater. If he's alone and has to use the head, slow down or drift.
