I agree, I think the powerboat is MORE at fault of course. What I would have done

if I were operating the ferry, and it looked to me from what I saw - and have read - he wasn't in a situation that required holding speed, I'd have cut my speed soon enough to to attempt to avoid collision. That looked doable to me.

And I would have kept blowing the horn until he came up on deck so he was sufficiently embarrassed and videotaped. His embarrassment is far greater now but that collision could have had grisly consequences with another smaller boat. I'd hate to see the ferry captain live with that if the collision could have been avoided.
