The exclusion zone has no bearing on one's responsibility to follow the rules of the road. It 'should' cause one to act with even more prudence to avoid coming into the zone while simultaneously following the rules. Remember, part of the rules of the road also require that one act with due diligence and common sense (my words) and keep in mind the 'circumstances of the case'.

Violating the exclusion zone laws means that in addition to any other consequences, the government can levy a fine or jail time on you for violating the zone. That's all it means.
