They're everywhere in urban environments blowing in the wind. We have the cloth sacks for groceries but sometimes forget .... if so our local supermarket offers old-fashioned papar ones as well. As far as I'm concerned, they should be outlawed. Some decisions need to forced by the government, like outlawing testing while driving or shitting directly into small enclosed harbors.
