You could be right, these islands are on the fringe
In Response To: How many Burnt Islands are there in Maine? ()

of Penobscot Bay but techically, in Muscongus Bay. I would say Burnt is still in Penbay though and Muscongus starts on the other shore of the Georges Islands. We visited Georges Harbor as well off Allens Island. Pretty set of islands, too bad there isn't more public access to them.
