I agree you're not going to take a dinghy out past the reef to go hunting if you don't have a motor. That doesn't mean the motor is needed for safety, only that it gets you where you want to go and back. I'm quite sure that if I were to do what you do I would chose similar equipment like having the right tools to do the job. Having a dinghy anchor when you aren't planning on anchoring would be considered safety equipment but not having a motor is a choice of your means of propulsion. An analogy would be using a table saw. The dinghy would be the saw and the anchor would be the safety guard or glasses. Maybe another way of looking at it is you are more limited in your choices or need to be more prudent if you don't have a motor. I just think it's funny to call the motor safety equipment.
