I've towed one for years including up and down the east coast a couple times. I agree with Doug, towing an inflatable would be a poor choice, especially with your CD22. If you go with an inflatable, you'll want one that's easy to inflate/deflate and stow. Then a smaller outboard that you can easily lug up and down.
You may not want to deal with all that. The smaller Nutshell will perform very well under oar power with up to two people. It's a dream rowing(or sailing) with just one. And if you get(or build) one with a sail rig, you'll really extend what you can do with it. The Nutshell has very little drag under tow. Trim it to flatten onto a near plane, and you're set.
Coastal sailing, you can get your weather and should have no problem towing a Nutshell on the coast of Maine. Ours has never been on deck, it's too big.
I built the 9'6" Nutshell as we were a growing family of four. Good thing, it was needed eventually to ferry 4 adults and their gear(and a dog or two) regularly. It's now 20 years old and battle worn but still my favorite choice for a dinghy.
