I got a pair of Wichard 4 inch snap hooks and had them welded in place of the standard reefing hooks. Once the floppy ring is snapped into the hook it won't fall off while tensioning the halyard.
Also had the sailmaker sew flaps over the reefing cringles to contain the floppy rings. Held closed by velcro they keep the rings from banging on the mast when going downwind. The webbing length has to get progressively longer for the 2nd and 3rd reef to reach the reefing hooks so those floppy rings can whip around pretty good in the wind.
