I stumbled across this article on grounding an SSB. I know nothing about Dr John, but I'd love to go down to 2" if it is just as good as 3". And he suggests the heavier 5 mil. For coating the foil, he happens to use CRC Urethane Seal Coat.
"A copper strap with the width of 1-2 inches, anything larger is a waste of time any money, and have no electrical advantage. This copper strap should be no thinner than 5 mils in thickness. The copper foil that is usually available will devolve within month in the salt-water environment."
