I am not sure why every one is trying to contact the lead?
By using the wide copper "tape" you are contacting the water as most of the ground. I know that if you place the copper strip on one side of a plywood bulkhead, then put another strap aligned the same on other side of the plywood (or fiberglass as long as it's not to thick) is the same a connecting the two strips together as far as HF is concerned.
On our boat I glued down the copper strapping in the aft cabin below one of the storage bins against the hull, the sprayed it with the corrosion prevention stuff, then covered that with some home type under shower vinyl that comes in rolls at a hardware store for protection.
I did run a wide strip with bonding strap (sort of like an oil lamp wick made of copper) from the strip to a close bronze through-hull. Went with that for, well until now, and it still works GREAT! Never did try to tap into my ballast or any other fancy stuff.
