The issue isn't the capacity for simply carrying voltage -- its the ablity to carry watts (amps) through the wire.

The testing under a small voltage is not the issue. It MAY not be the wire or it's attachment (it could be corroded in the wire connection). I'd run that down first.
It could also be in the devices themselves, but I'd check-out the GROUND and the hot wires first.
