I would start with slightly thicker wood

With such thin wood, mortised scarf is out.
12:1 tapered scarf
You can scarf it or you can just 45* cut depending on use...
3" scarf in 1/4" thk. would be 12:1 taper

On scarfing....if you have to add four inches, you can scarf anywhere....

Teak's about 25 a bd ft here. Is there a hardwoods place near?
For those dimensions .... probably best to buy teak deck straking from such as TDS, etc.
Why not white oak?
No reason not to use white oak...
It doesn't like to get wet in terms of coloring.
