I don't know whether it was enforced last year when that photo was taken. Following is an except from a notice to people using that facility:

"...Please make arrangements to be on hand with adequate help on the date of our hauling to ensure that your
engines START and RUN, the SAILS have been REMOVED from your standing rigging, and your
BOAT STANDS are accessible and in good working order with the APPROPRIATE CHAINS. ..."
