there used to be tide and current charts printed by NOAA for the waters I normally sail (SF Bay), with charts marked for each hour through the tidal cycle. Not any more. You can still get a miniature version reprinted by private companies. The CHS still prints them for some areas in Canada, like the Gulf of the St Lawrence. I have been using PolarNavy software on the laptop, and it has a fairly complete set of current predictions for some areas, like LIS and the Chesapeake, but none at all for Delaware Bay.
