If they add the moving requirement. I also see the Shanty boat as affordable for the home builder. Bryans design is so uncomplex compared to a boat, even a similar lenght Chris Craft without an engine. It's low maintenance, no leaks(it's housing with siding and a roof, not decks peppered with leaks. And it's a whole lot more commodious in the same length compared to a real boat. They require space delegated to things like "bows", a shanty boat can be more of a barge. I don't see these as good boats except in protected rivers and such, more of that down south.
BUT, what's to keep someone from building one of these and putting on a mooring in Pulpit Harbor, Perry Creek, or a zillions other spots where private moorings legally hold down water today? Maine will take your excise money and hand you a registration sticker, you take it over, leave it for the summer, bring it home in the fall and park it in your backyard. All legal(and about how many boats are used now anyway)
