After reading the article I'd have to say that the Harbormaster and the city of Newport are the asshats. "Cha-Cha" is anchored securely (with two all chain rodes) and hasn't dragged an inch. The owner is ashore for the Winter (on the Cape, I think). If "Cha-Cha" is "abandoned" then the same could be said for every boat at a mooring during the winter months in the Northeast. Giving $300 tickets / day shows Asshat Intent by the City of Newport. What's the harm in just waiting till the owner coming back (in a few weeks?) and asking him? Well, I can see the harm in this only if they want to get rid of the boat, its owner, and want to make $ from its sale.
As for why he left the boat at anchor, I have to believe that his plans to again have her docked at the hotel to the N of Bowen's Wharf fell through (maybe they stopped offering winter dockage or maybe their rates went up?) and he can't afford dry storage.
