If a vessel isn't a danger to life, property, or other vessels why initiate a problem where none existed previously? The claim that 'Cha-Cha' represents a danger to anyone or anything (escept possibly the wounded pride of a harbormaster) is simply false and disingenuous. The Harbormaster's Office knows full well that she is anchored securely, isn't going anywhere, and isn't in danger of sinking. Isn't it common sense to just leave well enough alone if there is no danger present? Not satisfied with that, the Harbormaster's Office imposed a huge daily fine - knowing full well that the owner couldn't afford it. This isn't about 'common sense'; it's selective enforcement of their regulations, it's arbitrary, and it's harassment, imo.
