or leak fuel. If they had that concern then they would have expressed it when she was at a dock for the winter. Boats are allowed to be in 'wet storage' for the winter in Newport - and a boat is just as likely (?) to sink at a dock as at anchor. Moreover, 'Cha-Cha' isn't a derelict or an eyesore. This was even recognized in the article you shared with us and by the Harbormaster's Office. Actually, she's an awesomely beautiful boat, imo. You have to get pretty close to the boat and make some inquiries to know about all of the work which needs to be done to her before she can sail (or motor) again.
