I may look and sound 'normal', but I'm pretty weird and proud of it. But, yes, by most peoples' standards, the owner of 'Cha-Cha' is weirder than I am. So what? Newport has a reputation for eclectic and unusual people and to be considered 'weird' is not such a bad thing there.
The Harbormaster's office knows his story and knows that he's a US citizen. As I suggested previously, I'm pretty sure 'Cha-Cha' is a US-flagged vessel.
What would be reckless would be to leave a vessel in a way that there was a reasonable expectation that she could be a danger to the lives or properties of others. This is not the case with 'Cha-Cha', imo.
