I think that the force necessary to exert on the shaft is too great -- that's what the blocks are necessary for.

Yes, but to use it you'd be standing on the stern...which is not were, saddly, it might be safe in such conditions.
Steering Cables
True enough. Perhaps most useful for steering by the wind, not the destination.

Hate to read that. I was following a boat with one of those destroyer wheels yesterday.
