No. "It" is paper charts, "The second most dangerous thing onboard"

Now that we have all been blessed with the availability of Active Captain, I'm surprised he's not arguing...
We have electric winches and even I wouldn't be without a winch handle

As it is on the highway, the "most dangerous thing" is probably the nut behind the wheel.
