No they're not updated but most of the shoreline in New England is rock, and if it moves significantly we've got bigger problems than out of date charts . It's the buoys and channel markers in the harbors and rivers that move, for the most part, and the sand inlets along the Atlantic where buoys can be followed once you get there. So having the charts as a rough guide (knowing they're out of date) is indeed a safety net.
