Isn't your boat a sloop in design? So not quite technically a cutter?
I believe that Jon only rigs the staysail as a storm jib and rarely uses both the forsail and staysail at the same time.
That's what I'd expect. On my old boat..back in the day..staysail was for double reefed and very high winds.
