Look at image #8 in 15. That shows the underside of the hull-deck joint

The cleats were through-bolted at the hull-deck joint so they went through 2 layers of solid fiberglass. If they put in even minimal (e.g. 1/2" thick) aluminum backing blocks, as opposed to just washers, the tow boat would not pull them out unless they had a chimp on the throttle.
