I haven't seen much in the way of enforcement in Casco Bay. I do believe that there is some kind of stern language included in our mooring permit application that reminds boaters of the importance of using holding tanks and pumpout stations, and that their vessel could be subject to inspection. But I'm not aware of any actual inspections.
I also seem to remember one Memorial Day weekend, hearing a VHF call to a certain local marina (I won't name names but it is one of a chain of marinas on the eastern seaboard). The caller wanted a pumpout but was told the equipment was not yet working due to it being early in the season. There was another facility in Boothbay Harbor that had a sign indicating pumpout hours from 10 a.m. to 1 p.m. or some other ridiculous time span in the middle of the day. That may have changed since then; I can't remember.
My point is that while the State of Maine might have a record of XX number of pumpouts, they are not all working and some have hours of operation that are just ludicrous.
