... and I've said/posted this before... is the fact that the local sewage treatment plant can dump millions of gallons of raw sewage into the river/harbor/bay during a heavy rain and not incur any kind of penalty whatsoever. One plant malfunction can dump more raw crap into the water than 100 boat holding tanks can spew out over the lifetime of the boats. It's the double standard that gets me.
