their saying or anything I have read that the seacock has to be locked.

As for a log of pumpouts, In Turkey its under discussion an fo enforcement,
they are discussing the amounts - both gey and black that have been pumped
since the last pumpout. enforcement would be based on the amount, actual vs
estimated. so, if you're constipated ???????
