Taking the interstate north to the first Augusta exit, surviving the Cony traffic circle, then taking 17 to Rockland, does not put you that close to Belfast -- you are actually quite a bit south of there. It is about 20 miles/20 minutes longer than taking Route 1 through the Wiscasset summer gridlock, but depending on traffic and your tolerance level, you could well be better off using the Interstate to avoid that Wiscasset jam.

You didn't ask about the possibility of getting off a little earlier in Gardiner and taking Route 126 and getting onto Route 1 in Waldoboro, so I won't go there, even though it shaves about 10 minutes off the Route 17 option.

To get to Belfast, you take the Interstate north to the last Augusta exit (the new one they just built) and take Route 3 .

You are correct in that going to Rockland via Augusta (or Gardiner) is pretty close (timewise) as going to Belfast. Each is around 150 miles, about two hours, 50 minutes, give or take five minutes, per Google maps.
