I agree, BUT...... 
In Response To: Well, it is California, possibly they're all old laid back and stoned hippies tending the bridges these days. ()
I had to get to the other side, so...... In one instance, I had to call the city, then go through a phone tree to get to the bridge.
The thought was that possibly the VHF was on the other side of the office from the phone, to hard to walk over, or no rollers on the chair? .....
