But they generally benefit as well from the rising property values, lower crime(education, recreation) and enhanced quality of life that these investments reap. Not evolving(such as better public access infrastructure) is more expensive in the long run.

We have to argue the costs of public access costs too in our area, including a publicly owned and funded(in bad years) ski area.
