I agree, you're correct, and, Jeanne Poeckel (spelling ?) explained to all of us how she would vacation back to Singapore in luxury and get her PET scans for less than the cost of the scan alone here in the US. When I was exploring HIFU I found the cost to be about $25K in Canada or the Caribbean; $18K in Germany and $12K in Japan. US Insurance won't cover HIFU yet so those are out-of-pocket.
However, the cyclotron is a fundamentally expensive piece of equipment that is not very competitively available. The extraordinary water and electricity bills , the cost of "physicists" and "dosimitrists" as part of the team..... there are some unusual things involved in this.
Nonetheless prices will fall as centers proliferate. India, which is getting big in transient health care, should prove a natural for this, given their supply of highly educated doctors, engineers, etc.
