You are correct in that they are separate entities. However, if you are from one EU country, with an ID card you are entitled to state provided health care in other EU countries. Also note, it is socialized medicine, and not all treatments are available. They are available as "private pay" Malta is becoming a medical center like those in the far-east that provide much cheaper private care.
