Medicaid covers only the poorest people. The cut off is typically at the Federal poverty level for people without children. At present the federal poverty level is $10,830 for a single person and $14,570 for a couple. There are also asset tests, so if you have more than about $10K in assets (not including your home and car) you are NOT eligible.
Medicaid does not provide coverage for people that can't afford insurance unless they are living in abject poverty. That includes an individual earning the minimum wage
